The nonprofit Massachusetts Workforce Professionals Association has launched a new website designed to provide better access to workforce development programs. The site is designed primarily for local workforce directors and makes it easier for them to stay current with workforce development events across the state and keep up with recent research.
MWPA members manage workforce development programming, including federal Department of Labor and other federal and state job training programs.
In addition to a new calendar and newly published research, the site also includes a directory of MWPA partner organizations.

Forum on Credentialing

The increasingly dynamic world economy demands that U.S. workers have the skills and education needed to compete. On Tuesday, approximately 40 participants from community and technical colleges, the public workforce system, adult education system, labor, industry, policy research organizations and government came together at DOL to identify strategies for increasing the number of adults who attain industry-recognized or postsecondary credentials. Credentials result in increased earnings, employment and career advancement. They are an important part of meeting President Obama's goal of developing the best educated, most competitive workforce in the world.

Community colleges are increasingly the educators of choice for both new students and workers seeking to upgrade their skills. On Oct. 5, Dr. Jill Biden hosts the first-ever White House Summit on Community Colleges. This is an opportunity to bring together community colleges, businesses, philanthropists, federal and state policy leaders, and students. The summit will focus on how community colleges can help meet the job training and education needs of the nation's evolving workforce, as well as the critical role these institutions play in achieving the president's goal to lead the world with the highest proportion of college graduates by 2020. Midwest Auto Communities Receive U.S. EDA Grant to Help Develop a Strategic Plan for Job Creation and Economic Growth

The U.S. Commerce Department’s Economic Development Administration (EDA) has announced a $500,000 grant to the Regents of the University of Michigan and the Center for Automotive Research of Ann Arbor, Mich., to support the Community Economic Adjustment Program (CEAP), which assists communities affected by automotive plant closures in Michigan, Ohio, Indiana, Illinois, Wisconsin, and Minnesota in diversifying and expanding their economic base to create jobs and boost the local economy.
This project will allow Midwest communities to maintain collaborative partnerships with local government and universities in Indiana, Ohio, and Michigan. The CEAP will work to organize focus groups of stakeholders, prioritize immediate community needs, and hold assistance workshops to develop funding proposals aimed at reinvigorating the local economies and spurring job creation.

A $30.7 million restoration grant, awarded to the Louisiana Office of Coastal Protection and Restoration by Commerce's National Oceanic and Atmospheric Administration, will fund the restoration of a critical barrier headland near Port Fourchon, LA. In addition, Locke announced a $600,000 effort by Commerce’s Economic Development Administration (EDA) to fund the deployment of 21 Assessment and Evaluation teams to communities affected by the BP oil spill in the Gulf.

The 21 teams are comprised of economic development practitioners, industry experts, and government officials that will conduct in-depth analyses of critical issues faced by the impacted communities, provide recommendations, and suggest potential solutions to issues of industry migration, workforce skills, small business needs, and infrastructure access and management.

Space industry jobs panel gives push to $35M in grants

A task force has recommended to President Barack Obama that companies focusing on aviation, solar power and life sciences compete for $35 million in federal grants in an effort to help replace lost space shuttle jobs. An additional $5 million would be distributed to commercial rocket companies vying to launch from Kennedy Space Center, under the recommendations to be released today after being formally submitted to Obama last week.

The $35 million will be distributed by the Commerce Department through competitive grants. The department would like to encourage businesses in the fields of aviation and aerospace, clean energy, homeland security, information technology, and life sciences.

The department's Economic Development Administration expects to have ground rules for the grants prepared by Sept. 1, with awards possible in the fall.

WASHINGTON — The U.S. Department of Labor today released an evaluation study of the Disability Program Navigator Initiative titled "Use of One-Stops by Social Security Disability Beneficiaries in Four States Implementing Disability Program Navigator Initiative." Proposals for green jobs sought in Oklahoma

Federal stimulus money to create 1,000 jobs in Oklahoma
Oklahoma groups seeking up to $3 million to train and employ "green" workers have until July 25 to submit a statement of interest to the state Commerce Department.

The money is part of $6 million in federal stimulus money awarded to Oklahoma to train 1,000 workers in emerging industries such as energy efficiency and renewable energy.

Eligible are consortiums comprised of a state training entity, at least one Workforce Investment Board and employers.
Groups expressing interest can then submit detailed plans this fall for possible award by year's end.

"There are going to be highly competitive proposals," said Shawna McWaters-Khalousi, director of Oklahoma Project Green. "We are an energy-producing state. We are a natural for this."

The grants could make the traditional fossil fuel sector more efficient, expand new sectors like wind and solar power and make other industries such as manufacturing more green.

Training centers
The stimulus funding also is going to green jobs training centers across the state, including at Tulsa Community College, the state's CareerTech sites and the University of Oklahoma's Lean and Green Institute.

A Center of Excellence for Energy Innovation at Tulsa Community College's northeast campus will serve as a regional model for sustainability and a resource hub for emerging energy technologies, best practices, innovative curriculum and training opportunities.

Local Elected Officials Tour LA County Career Centers

The June 2010 unemployment data reported by the Employment Development Department (EDD) indicates that many private employers may still be wary of hiring, and that the economic recovery may not bring help fast enough for the 600,000 people unemployed in Los Angeles County, and the close to 2.28 million unemployed across California. This was a primary driver for California's Workforce Investment Boards to mobilize and host a series of open houses across the State for elected officials. The events focused on bringing elected officials face-to-face with their constituencies to discuss what strategies are on the horizon for getting the economy back on track and the job market stabilized. In Los Angeles County, elected officials, community and business leaders took part in six open houses hosted by California's publicly-funded "one-stop" career centers - - a critical employment and training resource to help both job seekers and businesses during this economic recovery. The California WorkSource Career Centers are southern California's "one-stops" and serve all of LA County.

Elected officials were eager to take part in these open houses, as their constituents are calling for immediate solutions to the economic woes. According to a recent Gallup poll, 57% of registered voters say the economy will be extremely important to their vote for Congress this year, making it the top issue in the 2010 elections.

"Our network of employment and training providers offer no-cost services and solutions for job seekers, laid off workers, youth and business in LA County," said LA County WIB Chair Dennis Neder. "The latest data reported by EDD is reflected in the increased traffic through our Centers and the stories we continue to hear on a daily basis about a tight job market."

The Open Houses gave elected officials an opportunity to see first hand the important services and programs for businesses and jobseekers in the region. LA County Workforce Investment Board (WIB) Executive Director, Richard Verches, said, "I think it was a real eye opener for members of Congress and their staff to see the sheer number of individuals lined up to enter our Centers when they opened, and how quickly our resource rooms fill to capacity with diverse job seekers of all ages and backgrounds."

‘At-risk’ industries identified, targeted for work force training
A consulting firm has identified the five most at-risk “industry clusters” in the region as well as work force training programs available to them in an effort to help avert layoffs.
That information will be the basis of a layoff diversion strategy developed soon that will help the West Piedmont Workforce Investment Board more strategically use about $175,000 in available local funds and to leverage state funds, according to Kim Adkins, executive director of WPWIB.

Elevate America Veterans Initiative Request for Proposals

Microsoft has issued its RFP for the Elevate AmerIca Veterans Initiative. Through a competitive funding process, Microsoft will award $2 million in cash and $6 million software over the next two years to eligible nonprofit organizations or partnerships of organizations, including veterans service organizations (VSO's), workforce agencies, community colleges and other nonprofit agencies that demonstrate proven, successful performance in serving veterans and their spouses in job training and job placement.

Successful applications will include collaborative partnerships between two or more organizations in the nonprofit, work-force development, labor and education sectors. Applicants may request between $100,000 to $200,000 cash, not to exceed 50 percent of the total program budget, as well as software and IT skills training curriculum

Applications are due by June 30.

Rendell Administration Announces Innovative Initiative to Meet Workforce Needs of Employers, Stimulate Economy

'Way to Work' Initiative will Cover Wages for Qualified Employers

PHILADELPHIA, April 30 -- A new statewide, subsidized employment initiative will help put an estimated 20,000 people to work this summer by covering 100 percent of gross wages for private and non-profit employers, Labor & Industry Secretary Sandi Vito and Department of Public Welfare Deputy Secretary Linda Blanchette announced today.

"Our economy is improving as evidenced by the addition of 22,600 jobs in March," Vito said during a news conference encouraging business participation. "However, for every one job opportunity, there are six job seekers. We must act quickly to increase the number of employment opportunities available to our unemployed residents -- Pennsylvania Way to Work does just that."

Through Pennsylvania Way to Work, the departments of Labor & Industry and Public Welfare will use federal Temporary Assistance for Needy Families, or TANF, Emergency funds available through the federal American Recovery and Reinvestment Act to provide an estimated 20,000 employment opportunities for youth and adults through Sept. 30, 2010.

"These federal emergency funds offer Pennsylvania's employers an unprecedented opportunity to boost economic growth while also bringing new workers into the fold and helping more Pennsylvanians achieve self-sufficiency," Blanchette said. "Businesses can use these funds to offer unemployed or underemployed Pennsylvanians valuable work experience that can help them establish or maintain connections that lead to long-term employment."

Pennsylvania's local Workforce Investment Boards are already reaching out to employers to determine the number of jobs that will be available when the program begins.

"This program's success depends on the participation of all businesses," Vito said. "Local Workforce Investment Boards are working hard, right now, contacting employers, helping them to identify employment opportunities and inviting them to participate in this program.

"Employers should contact us now, to pre-qualify and help us determine their workforce needs. Doing so will speed the process of getting individuals into job opportunities as quickly as possible," Vito said.
